Indian Mujahideen: Intelligence agencies helpless to curb the rise of the bogeyman?

Every time terror strikes India, the spotlight turns to Indian Mujahideen (IM).

Intelligence agencies swing into scrutinising the nature of the blast, often concluding that the blasts have IM signature.

After the twin blasts in Hyderabad the investigating agencies are once again looking at similarities with the blasts carried out by IM in the past. Also Read: All you need to know about IM
While the investigators have not fixed the responsibility yet, sources say this attack too bears the terror outfit's imprint.

The fact that IM members who were arrested for last year's Pune blast had done a recce of Dilsukhnagar area in Hyderabad where the blasts took place raises the suspicion that it could be IM.

The terror group has been held responsible for all the deadly attacks in major Indian cities since 2006. Delhi, Jaipur, Pune, Ahmedabad and Mumbai are some of the cities that have been targets of the so-called home-grown terror.

But why is it that IM is suspected of carrying out every blast despite anti-terror squads of various states having arrested several IM members in the last four years? It has been claimed time and again that various modules of the group have been busted. Yet, after every attack the needle of suspicion is on a "new module with new recruits".

This is where our intelligence agencies have lost the battle against terror. "Most of the arrests made are of mere foot soldiers.The brains behind the planning and conspiracy are on the run," an intelligence official said.

Despite getting success in patches, counter terror agencies are unable to crack the IM code.

Intelligence officials said the IM top leadership- Iqbal Shahbandari and Riyaz Shahbandari - better known as the Bhatkal brothers in terror circles along with Amir Raza Khan and other prominent members of the group are in Pakistan and Dubai.

But there is a third Bhatkal on the terror radar who is said to be in India. Yasin Bhatkal, whose real name is Zarar Siddibappa and uses aliases like Dr Imran and Shahrukh, narrowly escaped agencies on two occasions and thereafter remains untraceable. He was arrested in West Bengal in a fake currency case in 2009 but since there was no information with the state police on him, he managed to get bail and then escaped.

Sources admit Bhatkal's escape from Bengal despite being in custody was a major goof up. "His arrest was imminent. It could have broken the backbone of the entire outfit," an intelligence official said.

Imran is said to be the link between IM leadership in Pakistan and its modules in India. He has played a vital role in almost all terror strikes IM has carried out.

IM's unique modus operandi has made it impossible for agencies to completely wipe out the group. IM has a pan India presence with workforce coming from UP, Bihar, Gujarat, Maharashtra, Karnataka and even Kerala.

According to agencies, people from small Muslim dominated towns were easy targets for the ones given the responsibility to recruit. Now this is changing and top leadership is also looking for recruits in Dubai and the Gulf.

The disturbing trend of the group striking back after a crackdown continues. The last time also a major crackdown that resulted in countrywide arrests could not stop the Pune blast in August 2012.

Thursday's Hyderabad blasts, which claimed 16 lives and left several others injured, have led to a fresh debate on the issue of proposed National Counter-Terrorism Centre (NCTC).

The NCTC was a brainchild of then home minister P. Chidambaram, but its constitution was deferred indefinitely following strong opposition from various states, particularly those ruled by non-Congress parties.

Advocating the setting up of NCTC, Congress spokesperson Renuka Chaudhary said, "Parliament should take an adequate stand for security. National security is not for one person. If it means NCTC then have it."

Senior Congress leader Satyavarat Chaturvedi said, "We cannot ignore security because of our personal issue. There was a discussion to establish NCTC, an anti-terrorist organisation in India. It could not be fulfilled unfortunately yet. We should stand united."

Emphasising on an urgent need for the NCTC, Union Minister Salman Khurshid said, "It's a matter of concern for all of political class. Stop looking at small political gains and decide on larger political goal."

BJP spokesman Prakash Javadekar rubbished Congress's emphasis on the urgency for NCTC, saying, "Here NCTC is not an issue. There was specific information, but the government failed to act."

Senior BJP leader Balbir Punj blamed the Congress for going slow on terror by repealing the Prevention of Terrorism Act (POTA).

"Congress has been interested in vote bank politics. They have sent a wrong message. Fight against terror gets compromised. They repealed POTA. But any anti-terror mechanism is welcome. Country doesn't have the resolve. It is not about shrill but resolve," he said.

Opposing NCTC, Trinamool Congress leader Sudip Bandyopadhyay said, "Government will have to work out a consensus and not debate over the issue of setting up such a centre which supersedes federal structure."

Shah Rukh started his showbiz career with small screen in TV serials like Circus and Fauji. Then he hosted Kaun Banega Crorepati, five years back and then Kya Aap Paanchvi Pass Se Tez Hain? in 2008.

Hyderabad blasts: One suspect caught on CCTV camera

Hyderabad: Amid reports of sabotage of a CCTV camera, an investigating team has reportedly zeroed in one suspect while analysing the footage captured by a surveillance camera in Hyderabad's bustling Dilsukhnagar area where the devastating bomb attacks left 16 people dead and injured more than 100.

Two bombs fastened to parked bicycles had ripped through Dilsukhnagar area on Thursday.

In what could prove to be a major breakthrough, one suspect, aged around 30, on cycle with a bag has been caught on CCTV camera mounted atop a traffic signal near the blast site.

Sources have told Zee News that the suspect is seen riding his bicycle towards one of the blast sites at 6.38 pm. Seven minutes later, he is seen returning on foot sans the bag which was hung to the bicycle’s carrier.

The suspect is clad in a full-sleeved shirt and green trousers.

On Friday, Cyberabad Police Commissioner D Tirumala Rao claimed that police had obtained many clues, and added he was confident the case would be cracked. He said investigations were on at a brisk pace.

The National Investigation Agency (NIA) and forensic experts gathered clues from the sites.

A pall of gloom descended on the otherwise busy Dilsukhnagar Road while heart rending scenes were witnessed at hospitals.

Hyderabad: A Sai Baba temple in Hyderabad’s Dilsukhnagar area could have been the original target of attackers, who at the last moment changed their plan and planted the bombs at the two nearby locations.

Dilsukhnagar is the area where the devastating twin blasts on Thursday left 16 people dead and injured more than 100.

Notably, the temple is just 300 metres away from the second blast site near Konark theatre.

Sources have told Zee News that the temple could have been the original target of the attackers, who changed their plan because of the presence of Hyderabad police commissioner Anurag Sharma in the temple.

Thursday is considered to be the most auspicious day by Sai Baba devotees, hence hundreds of devotees had thronged the temple on the day when the blasts took place.

Sharma had visited the temple amidst tight security and left after spending around 40 minutes.

The Sai Baba temple has been on the target of terrorists earlier too. An IED in a scooter parked at the temple exploded in November 2002, killing two persons.

Police on Friday gathered vital clues in the devastating bomb attacks. They have also announced rewards for anyone providing information about the suspects seen in Dilsukhnagar.

Cyberabad Police Commissioner D Tirumala Rao asked people for information about a young man seen in the area before the bombs went off.

Claiming that police had obtained many clues, he said he was confident the case would be cracked. He said investigations were on at a brisk pace.

Police are believed to have gathered revealing clues from CCTV footage.

Of the three CCTVs in the area, two are believed to have captured some images which may help the police in identifying the terrorists who planted bombs near two cinema theatres.

The Crime Investigation Department (CID) began the probe after police registered two cases.

The National Investigation Agency (NIA) and forensic experts gathered clues from the sites.

Afzal's family hasn't approached us: Tihar DG.......

New Delhi: The family of Afzal Guru, who was hanged two weeks ago at Tihar jail, has not yet approached the prison authorities to pray at his grave though the government has made the offer for his close relatives.

"We have not received any letter from Guru's family in this regard," Director General of Tihar Prisons Vimla Mehra told reporters.

The government has already said it will allow Guru's close relatives to visit his grave, an offer rejected by the family which has been insisting on return of his body to them.

Asked whether jail authorities will allow family members to visit Guru's grave if they make a request, Mehra refrained from giving a direct reply, saying "the government is considering it."

On the criticism that the letter sent to Guru's family informing about his hanging reached two days after his execution, Mehra said, "It was a job (Afzal's hanging) assigned to us and we followed the official procedure to execute it."

Guru was hanged at Tihar jail on February 9 in a top secret operation after his final appeal for mercy was rejected by President Pranab Mukherjee. His body was buried inside the jail premises.

Addressing an annual press conference, the DG also listed various activities undertaken at the jail in the past one year.

She said a blanket making unit was established at jail number nine this year where 80 convicts are working currently. The unit supplies blankets to Delhi Police and Delhi Health Department.

Sachin, Sehwag, Harbhajan back squash`s Olympic bid.....

Chennai: Cricketers Sachin Tendulkar, Virender Sehwag and Harbhajan Singh are backing inclusion of squash in the Olympic programme for the 2020 Summer Games.

Ahead of the first Test against Australia, the three Indian cricketers posted their picture on Twitter holding a banner that read: "I back squash, would you?"

Their support for the racket sport comes a week after tennis icon Roger Federer endorsed squash`s debut in the 2020 Games.

"I started with a wooden racquet in squash," Federer had said after meeting women`s world No.1 squash player Nicol David in Rotterdam.

"It`s a wonderful sport. I think squash deserves to be in the Olympics, they run a great tour with great personalities. I`d be very happy for them personally. I used to play every Sunday with my dad."

India`s top squash player Dipika Pallikal welcomed the support of top sportspersons.


"It is such an honour to have got the support from such incredible athletes. It surely says that are sport definitely deserves to be up there with all the other sports competing at the Olympics," said Dipika.

Squash is fighting against wrestling, softball, baseball, karate, sport climbing, wakeboarding, wushu and rollersports for that one spot in 2020. An International Olympic Committee meeting has been scheduled in St. Petersburg to decide on the matter.

The full IOC session will ratify the changes in the Olympic programme during their meeting Buenos Aires in September.

Difficult times; govt trying to revive growth: Pranab Mukherjee.....

New Delhi: President Pranab Mukherjee on Thursday expressed concern over persisting difficult economic conditions, stating that the past year has been a difficult one for the economy.

Addressing the joint sitting of Parliament at the start of the Budget Session, Mukherjee noted, “Europe is in recession, while market economies’ growth is slowing down.”

He stressed that there was a need to address the impact of growth hurdles.

“Indian economy is experiencing slower growth. Our slower growth is the consequence of global and domestic factors,” the President said.

“The government is taking steps to revive growth. Persisting economic conditions are a worry for all. Also, inflation is easing gradually but is still a problem,” Mukherjee added.

“My government has taken several measures to revive investor confidence. Also, one significant step has been the rollout of direct cash transfer scheme which will complement subsidy schemes,” the President said, adding the scheme will help cut down leakages, bring millions into the financial system and lead to better targeting”.

Mukherjee started his speech by expressing hope that the Budget Session would be fruitful. The start of the President’s speech was marked by slogan shouting by Opposition members.

“I hope this session will be productive and useful. As I speak to you, I am aware that an aspirational India is emerging.

“The Indian youth are our greatest national asset. They are a confident, courageous and passionate lot. I am sure they will take India to a new height,” the President told the MPs.

The President noted that people are concerned about the security of women and children, and added the government has brought in an ordinance and taken several steps for safety of women.

“The government has also begun implementing a series of administrative measures to improve the safety of women. My government has also enacted a path breaking Act - protection of children from sexual acts,” the President said.

The remarks hold significance in the wake of last year’s brutal Delhi gang-rape that evoked nationwide protests.

Mukherjee noted that the average annual GDP growth in the 11th Plan was 8%.

“Growth in the agriculture sector was 3.7% in 11th Plan compared to 2.4% in 10th Plan,” he said.

The President said the UPA government has announced a roadmap for fiscal consolidation and aims to cap fiscal deficit at 5.3% of the GDP.

He said the food grains position in the country was comfortable and that the government was committed to enacting the National Food Security Bill.

The President noted that India continues to be the largest producer of milk in the world.

He said the UPA’s MGNREGA scheme continues to break new grounds in providing employment.

“MGNREGA has provided employment to five crore families. Also, Indira Awas Yojna outlay has been increased and areas infested with Naxalism have been included.”

Shinde's regret is 'nonsense', says RSS supremo......

Cuttack: RSS supremo Mohanrao Bhagwat on Friday termed Union Home Minister Sushilkumar Shinde's expression of regret for his 'Hindu terror' remark as an attempt to appease a particular section of voters for the next elections.

Appearing in no mood to forgive Shinde for his terror remark and subsequent regret, Bhagwat while answering a query from a public during a question-answer session, said, "His (Shinde's) remarks as well as regret are nonsense (bakwas)".

He said the Sangh Parivar never believed in violence and if the ministry of Home Affairs has any prima facie proof of they being remotely connected to any form of violence, then instead of voicing the same in public, the minister should take appropriate legal action on it.

To another question on his view that rapes occur in India and not in Bharat, Bhagwat reiterated that his statement on the subject was "misquoted".

Bhagwat on a four-day visit to Odisha and was speaking at a public meeting here after attending a day-long programme of the RSS, including meeting intellectuals of the city.

China provides Rs 136 bn loan for Pakistan nuclear plants.......

Islamabad: China has provided a loan of Rs 136 billion for two nuclear power plants that Pakistan expects to commission by 2016, the state-run media reported on Friday.

The power plants of 340MW each are being built with Chinese assistance at the Chashma nuclear complex in Punjab province.

The "construction of these power plants became possible after a long-standing agreement", official sources were quoted as saying by APP news agency.

The total cost of the two plants is Rs 190 billion and they will be partially funded by a Chinese loan of Rs 136 billion, the sources said.

The Pakistan Atomic Energy Commission has allocated Rs 34.6 billion a "major chunk" of its budget for the C3 and C4 nuclear power plants at Chashma.

The government has so far spent Rs 62.4 billion on the Chashma project, and with the additional spending of Rs 34.6 billion, authorities believe almost half of the work on the two new power plants will be completed by June 2013, the sources said.

The two plants are expected to be commissioned by 2016 and three other power plants that have already been commissioned are "performing well", the sources said.

PAEC has plans to produce 8,800 MW of nuclear power by 2030.

According to an unnamed official in the Ministry of Science and Technology, the government is harmonising efforts in the energy sector by different ministries, departments and research centres by creating an "Energy Council" with heads of relevant organisations.

The council will advise authorities on priority areas for research and development and on management of resources.

"Acquisition of technology for building nuclear power reactors through research and development, as well as transfer of technology agreements, is also in consideration," the official said.

Hyderabad bomb blasts: Among the injured, man who survived 2007 Mecca Masjid blast
HyderabadAbdul Wasey Marzey, 23, is at the Yashoda hospital in Hyderabad, being treated for rib and leg injuries. He was injured in the blasts that ripped through the city's congested Dilsukhnagar area last evening.

This is not the first time that Mr Marzey has been injured in a terror strike. In 2007, when he was 18, he was hurt in the leg in the blast at Hyderabad's Mecca masjid, which killed 17 people.   

A shaken Mirza Shahid, Abdul Wasey's father, says, "I am hopeful my son will fight this too and come out of hospital. The culprits should be brought to book."

Mr Marzey is one of 117 people injured in yesterday's blasts. Many were, like him, young people in their early 20s. 

Sixteen people died in Thursday's blasts, among them two MBA students and a 24-year-old man who wanted to be a policeman.

Deadly bombings hit southern India city.....

Two bombs planted on bicycles killed at least 13 people and wounded some 70 in a busy shopping district in the southern India city of Hyderabad at the height of Thursday's evening rush hour, the largest terrorist bombing in the country since September 2011.

Sushil Kumar Shinde, India's home affairs minister, said the central government had warned state governments that such an attack was planned.

"We have had some information for the last two days of such an incident," he said.

Hyderabad, one of India's largest cities and a leading center of the country's burgeoning pharmaceutical and biotechnology industries, has suffered other such attacks in recent years, usually linked to sectarian friction.

The blast sites Thursday - in the Dilsukh Nagar neighbourhood, packed with shops, restaurants, theaters and a huge produce market - were mobbed by protesters, reporters, the curious, and politicians and their large security contingents. Television news footage in the hours afterward showed chaotic scenes, with some investigators trying to find the remains of explosive devices while huge numbers of people jostled for space around them.

Shinde, speaking to journalists in New Delhi, said that the bicycles were 150 meters away from each other and the bombs detonated about 10 minutes apart, killing eight at one site and three at the other. But he warned that the toll could rise, and it did so, with 13 reported dead by midnight.

In a Twitter message, Prime Minister Manmohan Singh said. "This is a dastardly attack, the guilty will not go unpunished."

Officials sought to diminish the chances of the kind of sectarian rioting that has long plagued the country.

Asked in a news conference if he believed that Muslim extremists were to blame for the bicycle blasts, Shinde said: "We have to investigate. We should not come to conclusions immediately."

Singh, in another Twitter message, said, "I appeal to the public to remain calm and maintain peace."

Asaduddin Owaisi, a Muslim member of Parliament from Hyderabad, called the blasts "cowardly."

"I feel that the priority is to maintain peace," he said. "Let us not fall prey to rumours."

The crush of government officials at the blast sites, along with their enormous entourages and their own police squads, was portrayed by newscasters for the television network NDTV as particularly unhelpful.

The money and resources spent on protecting bureaucrats and politicians has become a source of increasing controversy in India, especially in the wake of a highly publicized gang-rape case in December in New Delhi. But Indian politicians, like those elsewhere, often compete with each other to show who is tougher on acts of terrorism and other crimes.

"We've seen political leaders come into the area and hold press conferences," the anchor on NDTV said. "That's the last thing they should be doing."

Kiran Kumar Reddy, the chief minister of Andhra Pradesh state, held a news conference away from the scene Thursday night and asked people to stay away from the blast areas. Renuka Chowdhury, a leader of the Indian National Congress Party, pleaded with other politicians to stay away as well.

"I really wish politicians would recognize this," Chowdhury said.

The bombings in recent years in Hyderabad have often used homemade explosives.

In May 2007, 13 people died after a bomb went off at the Mecca Masjid, including some who were killed in clashes between the police and Muslim protesters afterward.

In August 2007, a pair of synchronized explosions tore through two popular gathering spots in Hyderabad, killing at least 42 and wounding dozens. Police found and defused 19 more bombs in the hours after the blasts, left at bus stops, theatres, pedestrian bridges and intersections.

In New Delhi in September 2011, a briefcase exploded near the high court, killing at least 12 people and injuring scores.

Hyderabad:  A man in Hyderabad has been detained in connection with yesterday's twin blasts which killed 16 people and injured 117 in the busy neighbourhood of Dilsukhnagar. The government will have to explain if the city was compromised because danger signs were ignored or missed, with innocent people paying with their lives for allegedly major lapses.
Here are the latest developments:
  1. The opposition says the government must explain whether intelligence alerts were not taken seriously or acted upon. In Delhi, intelligence agencies warned 72 hours ago of a possible terror strike in cities, including Hyderabad and Bangalore. (See pics of blasts)
  2. Home Minister Sushil Kumar Shinde, who visited Hyderabad today, said there was intelligence about attacks, but that it was general.
  3. But Leader of the Opposition in Lok Sabha, Sushma Swaraj, pointed out in Parliament this morning that in October, the Delhi Police said that alleged Indian Mujahideen terrorists had disclosed that they had surveyed Dilsukhnagar as the location for a possible terror strike. (Hyderabad blasts despite intelligence reports: Sushma Swaraj)
  4. This morning, police with cameras and gloves searched the debris in Dilsukhnagar. Officials from the National Investigation Agency and commandos of the National Security Guard arrived from New Delhi to help with the investigation.
  5. Crucial forensic evidence may have been destroyed by crowds swarming the area last night, who ignored police orders to leave the area for several hours.
  6. Among the 16 people who were killed were three young students who were at the market to buy textbooks. (Among injured, man who survived Mecca Masjid blast)
  7. Police say Improvised Explosive Devices or IEDs were used in the blasts. Traces of RDX have been found. Timers were used to trigger the explosions.
  8. Wires of a security camera near the location of the blasts had been snapped four days ago. Traffic police sources say they were aware of this but did not re-connect the camera. (Intelligence alert mentioned Hyderabad)

The Pune link to the Hyderabad bomb blasts....

  • Pune, Hyderabad: No terror outfit has as yet claimed responsibility for the powerful twin blasts in Hyderabad that killed 16 people and injured over a 100 yesterday, but investigators could reportedly now be looking at a Pune link to the attack. 
 
A team of the Maharashtra Anti-Terror Squad or ATS is among the agencies now in Hyderabad investigating yesterday's blasts in the city's crowded Dilsukhnagar area. 
 
Two men, allegedly Indian Mujahideen or IM terrorists, arrested last year by the Delhi Police for the serial blasts in the heart of Pune in August 2012, had reportedly recced Dilsukhnagar on a motorcycle in July 2012 as a location for a possible terror strike, allegedly on the instructions of Riyaz Bhatkal, one of founders of the IM, according to the Delhi Police.
 
The Delhi Police said that the arrest and interrogation of one of them, Imran Khan, in August last year, led to the arrest of the other man, Sayed Maqbool Ansari, the alleged bomb-maker of the terror module, from Hyderabad a few months later. Both Imran and Maqbool are residents of Nanded district in Maharashtra.
 
Based on information gathered from these men, the Maharashtra ATS arrested several alleged members of the Indian Mujahideen in their state and the National Investigation Agency carried out searches in Nanded, Bangalore and Hyderabad, sources said.  
 
The BJP has asked the government to explain if Hyderabad was compromised because danger signs were ignored or missed, with innocent people paying with their lives for allegedly major lapses. Leader of the Opposition in the Lok Sabha Sushma Swaraj pointed out in Parliament this morning, the Delhi Police's detailed information on the Dilsukhnagar recce more than six months ago. 
 
It has also pointed to the fact that in an alert just 72 hours ago, intelligence agencies warned of a possible terror strike in cities including Hyderabad and Bangalore. Home Minister Sushil Kumar Shinde, who visited Hyderabad this morning and also made a statement in Parliament on the Hyderabad blast, has repeatedly said since yesterday that there was intelligence about attacks, but that it was general.
